No evidence of permission. This image was uploaded in 2008, after the Commons community began requiring OTRS verification. Furthermore, the Franklin County Parks and Recreation Board is unlikely to be the copyright holder. • Delete per Commons:COM:PCP (yes, I know it's not Commons). There's no reason to keep a possibly unfree file when it's something that can easily be replaced by a file with unambiguous license status. Especially in this case, since it's a rendering, and is being used in a context where there's no benefit to a rendering over the actual building. Since we have a definitely free interior shot that adds just as much to the article, I've swapped the nominated file out for the linked one.
