all sources cited are in context of Salaskar's death. Notability is thus not established for anything but mention at Casualties of the 2008 Mumbai attacks (WP:NOTMEMORIAL). If any source can be presented that discusses the subject's actual biography, independent of his recent death, fine. • I think Vijay Salaskar meets the notability criterion because of his role as a encounter specialist, before his death in the Mumbai attacks. • Today's news says that he has been nominated for Ashoka Chakra Award, which is the highest gallantry award in India during peacetime. Guess, that takes care of all the notability issues.
