Here a suggestion for the plot

In the future it will be possible to influence the genome of the unborn child (to improve it). The manipulated baby will later be better, smarter and more capable than his peers. Although manipulating the genome is prohibited, threatening to jail for five years, many parents appear to be vaccinated with the virus during pregnancy. The doctor guesses, but when Howard loses his job to "improved" people and feels worthless, he chooses the procedure.
