I think this discussion thread on stackexchange offers some plausible explanations of the claim, although I haven't pursued the topic beyond a few searches and certainly can't vouch for its veracity. The essence of this explanation is in two parts. In July 1941, months before the US entered the war, it sounds like Std Oil was supplying some oil from Aruba in exchange for not having its ships torpedoed as other company ships were. And not specific to Std Oil: oil transited through third countries, out of the control of US companies, even if they knew it was happening. A specific case: Spain was dependent on US oil, Britain asked the US to cut them off which provided leverage to negotiate Spain to nominal neutrality as of 10 June 1940 (still favoring the Nazis), after which the US resumed most of its shipments to Spain, from which some supplies were diverted. These decisions were also in the context of a complex set of struggles for blocking/obtaining strategic resources, such as Tungsten, which was mined in Spain and being secretly sold to the Nazis.
